If this machine exists let me know as none of the tinners I have spoken to have ever seen one.  This appears to be a machine for soldering tin cans allowing the tinsmith to rotate the can using a foot powered treadle.   This would speed up the process to turn the can while using the hatchet copper.  Notice there is no smoke visible in the image.

 

The largest manufacturer of tinners' machines never produced such a machine as is evidenced in this 1913 letter to the firm of Peck Stow Wilcox.
